This practice added unnecessary complexity to the way brokers were paid and stripped buyers of the ability to negotiate fees with their own brokers. As a result, buyer brokers’ fees rose to anti-competitive and fixed rates throughout the United States. The new rules empower buyers to negotiate these fees and lower the total cost of brokerage fees for all consumers. Today, Realtors are required by law to sign a written agreement with a buyer before showing a home. The agent must be clear and transparent so that the buyer understands what services they will receive as well as the cost of representation.
